Perhaps an Escoulen chuck?
I don't think so. Vicmarc makes a version of the Escoulen chuck with cup (jam) chucks and small faceplates but this one appears to be a scroll chuck, and the balancer/backplate is different from Vicmarc's.

It was a guess. I do a lot of eccentric and multiaxis turning but don't use any sort of specialized chuck.
Only a guess but that may be a standard SuperNova chuck mounted on an eccentric mechanism?
