OK finish?

depends on the type of oil. If it is an oil that hardens, you may be ok. If it is a nut oil or some type that doesn't harden, no.

Does walnut oil eventually get hard enough to apply a film finish like lacquer over it? I have always chosen to do one or the other as I have not seen a reason to do both.
 
I don't see the point of it, but if I were determined to try it I would wait a week or so for oil to harden if it going to and then I would wash the piece in lacquer thinner to remove any remaining surface oil and let it dry. (Taking all necessary precautions regarding fire and personal exposure, of course.)

As long as the oil has cured. I check by pressing my thumb onto the surface for 30 seconds or so. If I see a fingerprint in warm oil, it's not cured yet.
