I use the E-Z lapp diamond hones. Just make sure you lay them flat on the surface. Then just polish the surface. If it's only mildly dull the ultra fine will work. If it's really bad then you may have to go all the way back to medium and then fine and ultra fine. I rarely have to use the course hone so if you see a kit that only contains the top 3 that's what I would by.
I use the 600 mesh diamond credit card from DMT. Been honing my tools for about 8 or 9 years using them,works great.Just my $ .02
I hone with sewn cloth buffing wheels and white diamond rouge.

Can't say that anyone in my experience strops a turning tool, sarge, but I'm not sure how you can do it without at least the risk of rounding with a soft buff. I favor the green chromium over the rouge, and felt over sewn for my carving tools. In this case, perhaps a dowel of proper curvature charged with the compound?
