After dressing one of the wheels on my grinder, I noticed that on the left edge of the wheel there was a piece chipped out - about 1/16in deep by about 1/8in wide and 3/4in long.Should this be considered a safety issue?

If you think that it may have a fracture, take it off the grinder and suspend the wheel on something like a metal rod in a vise. Tap the wheel on its side with a small hammer or a turning tool and listen to the sound. It ought to have a clear ringing sound. If it makes a thud sound or something that doesn't sound like a clear tone, then it may be fractured.
