It's my understanding that the mandatory children's product lead content compliance certification requirement has been stayed again by 1 year, moving the new enforcement date out to 15 February, 2011.

There are two recently issued Government documents that may add illumination to this important subject for turners who make children's toys. The first is a 15 January, 2010 "Report to Congress" and the 2nd is a "Statement of Policy" from late last year. Both documents are important updates, and should be studied carefully. These documents explain at least in part why the compliance parts of this legislation keep getting stayed.

One other clarification - this legislation applies to items intended to be used predominantly by children, 12 years of age or younger, that are sold to the public. Woodturnings that are given away as gifts are not addressed or covered by the 3rd party testing, certification or marking requirements.
 
Am I to understand that if I make something and sell it at a craft fair that it has to be tested by a 3rd party and certified? Does the government know what that costs? Or do they care?
