They are pen clips and the black thing needs more photos to make out what it is. Looks like a spring mechanism.

That was my thought.

The black thing is for holding two pens. This is very useful when you have a large number of documents to sign. By having two pens connected together, you can sign two documents at once.

Oddly enough, you might be right.

But I'd check with your PE registration board or bar association to verify its legitimacy. Exact copies of signatures raise suspicion.
