I’ve only hand carved for texture on a couple small projects. I have done relief carving in hardwood. What is the “tool” used for the texture?

The band around the bowl is leather which is inlayed into the wood. It’s tooled leather using leather working tools. The band is not wood, unless I’m misunderstanding what you are asking.
