No question of "is it a utility piece or an art piece?" here!
I think art is meant to inspire and get the imagination running while you try to interpret what the artist was after.
By my definition there is no doubt. I envision a "pixar" like scene where these figures are dancing and spinning around. But I could be wrong. Maybe just flowers?
