Actually! a German Style - Incense Smoker
I saw a variety of these figures (Räuchermänner) in German craft shops while on holiday there last year.
Based on a photo I took through the shop window, First made a dimensional sketch, then made the little man out of many scraps of different types of wood on the lathe.

The upper and lower part of the body can separate.
The hollowed-out upper part of the body is placed over the lighted cone, which smolders down inside, the smoke leaving through the mouth and gun barrel.

The beard (faux fur pompom), eyes and feather were bought at a local craft store.
The incense candles were bought online with different smells – Fir, Baked Apple, and Gingerbread.
Your Rauchermannerchen is soo very much nicer than the ones I make. However, I do something the Germans do not. I make a functional pipe so the smoke arises from the bowl of the pipe instead of the mouth. It keeps the smoke from discoloring the face/hair/hat. Right now, I have about a dozen snowmen and pipes partially finished for this coming December.. How do you provide for the incense cone ashes to not ignite the wood? I use a 3/4 inch cabinet finger pull cup
