Bill,
The shorter riser block would most likely work on the Jet mini, the Jet Mini should have a Morse Taper #2 which this system is supplied with that size of collet to hold the cutter. The other variable is the gab between the bed ways, this kit comes with an 1-1/4" and an 1-3/8" gap indexing spacer that aligns the jig to the lathe ways. Just so long as your lathe ways gap exceeds 1-1/4" the jig should mount properly, I tested this on a 1-1/2" gap bed by indexing the jig against one of the bed ways and clamping the jig down and the jig did not move between the ways while using the smaller 1-3/8" gap spacer. Different sized bed ways indexing spacers are readily available from Baxter as they kit the proper sized one with each system that gets ordered. Baxter also makes various dimension riser blocks to raise or lower the thread taper spindle block for various swings on different lathes.
